Tianjia’an District is located in the central-northern part of Anhui Province, southeast of Huainan City, southern bank of the middle reaches of the Huaihe River and the middle section of Shungeng Mountain. It is the economic, cultural, scientific and technological, educational, commercial and financial center of Huainan City, with an administrative area of 255.7 square kilometers. It governs 5 townships (among which Sanhe Town has been transferred and entrusted to the Huainan High-tech Development Area) and 9 streets, totaling 93 communities and 28 administrative villages. The permanent population is 742,000.

Tianjia’an is the main urban area of Huainan City. It has excellent geographical advantage. The transportation is convenient and it boasts highways, railways, and waterways. Hefei-Huainan-Fuyang Expressway and Hefei-Bengbu Expressway run through the district, and it is only a 40 minutes’ drive from Xinqiao International Airport. Fuyang-Huainan Railway, Huainan Railway and Shangqiu-Hefei-Hangzhou High-speed Railway run through the entire district, with two secondary passenger stations of Huainan Station and Huainannan Station, and one primary freight station, that is, Huainanxi Station. Tianjia’an Port, connected to the inland waterways, links the river and the sea and it is open to ships all the year around.

Tianjia’an is a major commercial and service area. It boasts over 3 million square meters of various commercial buildings, 193 commercial units above designated quota, and 72 service industries above designated size (including high-tech area). In 2022, the total retail sales of consumer goods in the district reached 34.377 billion yuan, accounting for 38.9% of the city's total. It is the pilot area for comprehensive reform of the service industry in Anhui and a pilot area for information consumption in Anhui.

Tianjia’an is a high-quality area for compulsory education. There are 66 compulsory education schools (including municipal ones), including 12 national/provincial characteristic schools, with 4,333 in-service teachers and 86,900 students. It is the county that has passed the examination of national basic balanced development in compulsory education. Famous schools such as Dongshan Middle School, Longhu Middle School and No. 16 Primary School have obvious advantages in group-based education and have formed an educational agglomeration effect.

Tianjia’an is a medical resource agglomeration area. By the end of 2022, there were 328 medical institutions at all levels and types in Tianjia’an District, including 27 Grade Ⅰ and above hospitals, 11 professional public health institutions, 9 community health service centers, 4 township health centers, and 277 other grassroots medical institutions. There are a total of 8,636 beds in medical institutions. 14 national basic public health service projects were fully implemented, serving approximately 820000 people and providing 1.05 million people with service of “smart medical assistant”.

Tianjia’an is an area for technological innovation and progress. In Tianjia’an, there are 6 higher education institutions, 43 strategic emerging industry enterprises, 62 national high-tech enterprises, 5 technological little giant enterprises, 7 national innovation platforms, 5 provincial key laboratories, 9 other provincial innovation platforms, and 33 new innovation platforms at or above the municipal level.
