Huainan is located in the hinterland of the Yangtze River Delta and in the central-northern part of Anhui Province. The city is situated in the middle reaches of the Huaihe River. It is a national new energy base, an industrial granary in East China, and an important industrial city in Anhui Province. It is known as the “capital of energy with the charm of Chu State and Han Dynasty”. There are two counties, five districts and a national comprehensive experimental zone under its jurisdiction. It has a “2+4” park platform, that is, one national development area, one national high-tech area, and four provincial development areas. The infrastructure is “eight connections and one leveling”(that is connection of electricity, water, natural gas, road, telecommunication, broad band, drainage, sewage and leveled ground), and standardized factories are readily available.
